The Department's Police Administration is responsible for the overall command and control of the Police Department and the Chief of Police reports directly to the Mayor of the Township of Wilkes-Barre. It is the Administration that develops, establishes, implements, and oversees the mission, goals, and objectives of the Department.

William W. Clark, Chief of Police

Captain Clark has been a member of the Wilkes-Barre Township Police Department since November 1992. After serving as a patrolman, he was assigned the position of criminal investigator and juvenile officer in 1997, and in 1998 was promoted to the rank of detective. In 2001, he was promoted to the rank of lieutenant, where he served as the detective division supervisor, as well as the case management and records officer. In 2011, he was promoted to the rank of Caption of Operations, where he oversees various operations of the department. Clark also served as the department's primary crisis negotiator as a CNT member of the former critical incident tactical unit of the department, after having obtained training in crisis negotiations from the Federal Bureau of Investigation. In 2019, Clark was appointed Chief of Police.

He is a member of the Fraternal Order of Police, the American Criminal Justice Association, the National Tactical Officer's Association and a former vice president of the Wilkes-Barre Township Police Benevolent Association. He has received six medals of commendation, including two Gallantry Medals for Excellent Arrest, three Exceptional Duty Medals, and a medal for Outstanding Community Service.

Clark graduated from Coughlin High School and has a Bachelor of Arts degree in criminal justice from King's College, Act 120 Certification from the Pennsylvania Municipal Police Officer's Education and Training Commission from Lackawanna College, Scranton. He obtained his Master of Criminal Justice degree (M.C.J.) from Boston University, Boston, Mass.
